Start here: which council owns the problem
In Petersfield three councils split the jobs. Hampshire County Council looks after roads, pavements, street lights, drains and highway trees. East Hampshire District Council (EHDC) handles bins, fly tipping, litter, dog fouling, abandoned vehicles, graffiti and noise. Petersfield Town Council looks after its own parks, play areas, recreation grounds, the Heath and the dog waste and litter bins on its land. The police take anything that is a crime. EHDC's own Report it page tells residents to take road, footpath and verge problems to the county council (checked 5 October 2026).
Roads, pavements, street lights and drains: Hampshire County Council
Hampshire County Council runs one Report a problem page for highways. It has categories for potholes, pavement defects, drainage, highway flooding, faulty street lights, broken signs, overgrown vegetation and tree problems (checked 5 October 2026).
For potholes, the council's pothole page says high report volumes mean repairs may take longer than usual, that it is prioritising safety risks, and that you should not report the same issue more than once.
If a fly tip is blocking a road, EHDC's fly tipping page gives Hampshire County Council's number as 0300 555 1388, 8:30am to 5pm Monday to Friday, and says to call 999 outside those hours.
Bins, fly tipping, litter and nuisance: East Hampshire District Council
Missed bin. EHDC's missed bin page says to leave the bin out and report it through the missed collection form. Reports must be made before 4pm on the next working day after your collection was due, otherwise you wait for the next scheduled collection. Bins tagged as too heavy or contaminated are not returned for, and a bin that was not on the property boundary or not out by 6am on collection day will not be collected and will not be revisited.
Fly tipping. Use EHDC's fly tip report form. The council asks you not to touch or remove anything, as fly tips can contain hazardous material and removing items can compromise evidence. If you see fly tipping in progress, phone the police on 999. The page says a fly tip can bring a £400 fixed penalty notice.
Litter, overflowing bins and street cleaning. EHDC's litter and dog fouling page says considerable litter on a normal residential road should be dealt with within 12 hours and in main shopping areas within a maximum of six hours. Report it on the street cleaning form or report an overflowing litter or dog waste bin. The page lists fines of £80 for dropping litter and £100 for not cleaning up after your dog.
Abandoned vehicles. EHDC only has powers over genuinely abandoned vehicles. Its abandoned vehicles page says a vehicle should be untaxed plus meet at least three further signs, such as being burnt out, having broken windows or missing wheels. Where there is no clear evidence, the vehicle is monitored for 21 days.
Noise. Use the noise nuisance page. EHDC can only act on unreasonable and ongoing statutory nuisance and says it does not offer a night-time monitoring service.
Graffiti. The graffiti page says the council aims to remove racist, obscene or hate graffiti within one working day of a report and other graffiti on public buildings or land within two weeks. Graffiti on private or commercial property is a police matter via 101, and graffiti on utility boxes or bus shelters should go to the company that owns them.
Parks, play areas and the Heath: Petersfield Town Council
The town council's responsibilities page lists recreation grounds, children's playgrounds, the skate park at Love Lane, the Heath, Rotherlands Nature Reserve, bus shelters and dog waste and rubbish bins on town council land. Contact it on 01730 264182 or through the contact form, which asks for a what3words location if you are reporting a bin, bench or antisocial behaviour. The site gives reception hours as Monday to Friday 10am to 3pm in its footer but 9am to 5pm Monday to Friday on the contact page, so phone or use the form if you are unsure. Cemeteries are listed there as an EHDC responsibility, not the town council's.
Crime and anti-social behaviour: police
GOV.UK's contact the police page says to call 999 for emergencies, such as a crime in progress or someone in immediate danger, and 101 for non-emergencies, and it links to online reporting for England and Wales at police.uk. Use it for anything that is a crime rather than a council service.
